In English
Mie Prefecture’s assembly passed an ordinance to prevent customer harassment (カスハラ). It’s Japan’s first customer-harassment prevention ordinance that includes penalties. It takes effect in April 2027. Repeated or prolonged unjustified demands for apologies or money (and similar behavior) are called “specific カスハラ.” If someone ignores the governor’s ban order, they can face a fine of up to ¥500,000 (or detention / petty fine). The prefecture will also issue guidelines with examples.
