In English
Shibuya Ward announced on Nov 2 that about 20,000 people were around Shibuya Station at the 9 p.m. peak on Halloween night (Saturday, Oct 31), more than four times last year's roughly 4,500, when it rained. It was the first Saturday Halloween in six years. Even so, the litter collected on Oct 30–31 was about 1,274 kg, roughly 20% less than last year. Since June, the ward fines people ¥2,000 for littering, and street smoking is also fined. From Oct 30 to Nov 1 there were 78 littering fines and 582 street-smoking fines, and on Oct 30–31 ward staff patrols spoke to or warned people 615 times for things like drinking on the street, which a ward ordinance bans. Mayor Ken Hasebe said there were no major incidents and that manners had improved overall (NTV, Kyodo via 47NEWS). **Life tip:** In Shibuya, littering (ポイ捨て) and smoking on the street (路上喫煙) can now get you a ¥2,000 fine, and drinking on the street is banned by ward ordinance around the station. Carry your trash home or use a convenience-store bin.
